Generally, hotels will study guest history and decide how much room allotment should be assigned to capture online reservation. Hotels will spare some allotment in case of walk-in guest or other reasons. Although all the allotments assigned to the system are used up, there might be empty rooms available. Thus, room request form is available to accommodate guest request.
